A Deep Dive into X's Community Notes Contributions in English and Spanish (2021–2025)
Over the past four years, X’s Community Notes program has been positioned as a model for community-driven content moderation, and now, other platforms like Meta and TikTok are beginning to adopt similar approaches to counter harmful content. But is this model truly effective? And what could be improved?
In this first-of-its-kind bilingual analysis, DDIA examined over 1.7 million Community Notes, uncovering disparities in visibility, timing, and note outcomes.
On July 9, we hosted a live briefing to share these findings, featuring expert researchers, a Q&A with attendees, and key recommendations for how platforms can improve community-driven systems across languages.
Key Findings
Less than 10% of submitted Community Notes are published.
Average publication time has improved, decreasing from over 100 days in 2022 to just 14 days in 2025, but delays still limit the system’s ability to respond in real time.
Community Notes require “consensus” from contributors with a diversity of perspectives to be approved, yet there is limited transparency into how these criteria are determined or met.
Contributor participation is growing in both English and Spanish, reflecting broader engagement in decentralized moderation efforts.
In English, bottlenecks are now forming between the submission and publication stages.
In Spanish, notes have a lower rate of publication overall.
The most active English contributor is a bot-like account focused on flagging crypto scams, while in Spanish, the most prolific account centers on political misinformation in Venezuela.
